Looks like Psoralea bituminosa, but the size is less than the half and it does not smell.

Nevertheless, I would say Psoralea bituminosa, but "a late plant", which forgot to awake early enough in spring, and which forgot to also to be blue and to smell... should be described as Psoralea bituminosa ssp. professorii

Might be a frightened or shocked Bituminaria (=Psoralea) bituminosa as how I would look if Brazil looses against Ghana next monday! Jokes apart, could be a one-off diseased or albino specimen.
