looks like a rather strange Lobularia maritima. Some cultivar maybe.

Wild Lobularia maritima can be like that and I even seen ones with pink-lilac flowers at the whereabouts of Ramla cliffs. I too was a bit puzzled, but then I convinved myself that they are all the same.
