Which species is this, that is present in places such as Lapsi?

I'm talking about the perennial which looks a like a smaller dendroides but is relatively spiny to touch (dead previous growth).

Guide books give 2 possibilites, one suppost only in the Aegean, but who knows.

Euphorbia melitensis - endemic - somewhat localised but quite common in certain habitats
