I think I met the same Ononis wolf met.

I saw this pretty common at Clapham Junction and I must say it is a prostate plant and still not fruiting. I dont know if it will ever grow up to a shrub, but in this habitat there was no single shrub like plant like this so I dont think it is a shrub, unless all are yound plants!

I would say it is same plant MWP

Have you seen (photographed) this plant recentely? I am quite sure it is not O. natrix, but I am no expert - just my observation!
