If you have the leaves of the plant, it would be easier. I went a bit in depth of your photo and I came to Bupleurum or Smyrnium for the moment.

I forgot to continue my comment to the pic of Pine (MWP: good idea to ask for the leaves
) If I am right with my assumption that the leaves are less thin divided as they are in the Fennels (Admini: I am convinced that Il-Pine knows the Fennels very well and would not need to ask for), I think I know what it is (anyway, MWP, it is also not Bupleurum or Smyrnium), so I would conclude: Kundmannia sicula (Reference: Weber & Kendzior (2006), Flora of Malta- A Field Guide. Margraf-Verlag, Germany).
